Manchester – Two Tier Policing
Britain’s political establishment has never responded well to the accusation of a ‘two-tier’ police or justice system. In 2024, amid the Southport riots, then Met commissioner Mark Rowley tried to snatch the microphone of a reporter just for posing the question. Yet the police approach to tackling the riots that followed the tragic killing of three little girls couldn’t have been more different to how the police dealt with the rioting just two weeks earlier in the very ‘diverse’ district of Harehills in Leeds when a police car was torched and a bus was overturned. Then compared to huge presence on the streets and the mass arrests in Southport, the police response was virtually non-existent, seeming as if they had effectively decided to leave the rioters to it, in the hope they would tire themselves out.
Accusations of Two-Tier policing came to the fore again with the murder of Henry Novak in 2025 when the dying 18th year old was actually arrested by the police as he lay dying after the Sikh man who had stabbed him claimed it had been an act of self defence because he had been racially abused by Henry.
Campaigners have of course frequently used the term “two-tier” policing to describe the shocking failures to respond to decades of child sexual exploitation by the rape gangs due to the perpetrators being predominately Pakistani Muslims.

Our speaker Charlotte Cadden is well placed to discuss this topic. Charlotte was a DCI in GMP’s Force Intelligence Bureau and worked in the Met Police as the national Operation Bridger lead responsible for the safety & security of MPs. Charlotte Witnessed first hand the differing police approach to managing perceived threats posed by different, sometimes opposing groups in her working life including women’s groups who were fighting back against the Trans ideology. Concerned about the treatment of “gender critical” officers within the force Charlotte founded and Chaired Police SEEN UK while she was a serving officer.
Now retired from the police force Charlotte is able to speak more openly about her concerns. Having stood as the Conservative Party candidate in last year’s Gorton & Denton by-election Charlotte is now the Councillor for Bromley Cross, Bolton. She has been a Trustee at Sex Matters and is currently a Co-Chair on the LGBA Alliance Business Group and a co-ordinator at WRN Manchester.
